New Regulation for Cosmetic ingredients in China comes into force on 1st of May 2021.

The National Medical Product Administration (NMPA), in their Announcement [2021] No. 32, has issued a new element in the regulation for cosmetics regarding "ingredient record numbers" and "ingredient safety information documents". The new element in regulation on Provisions for Management of Cosmetic Registration and Filing Dossiers is issued by the Chinese competent authority National Medical Products Administration. Among other registration changes, one outstanding requirement is to include the “ingredient record numbers” or “ingredient safety information documents" in the application dossiers for cosmetic products.

Manufacturers of cosmetic ingredients will have the possibility to provide the “ingredient record numbers”. To do this, the manufacturer shall submit the “safety information documents” to the NMPA cosmetics registration platform to obtain the “ingredient record numbers”, so that the registrants of cosmetic products can use the numbers for registrations from 1st of May 2021. In case the numbers are not yet generated, the manufacturers can provide “safety information documents” directly to their clients, so that the registrants can submit the documents together with their dossiers. The “safety information documents” must contain the production processes, quality control information (product specification/standards), conclusion of safety assessment, limits of risky substances, between others.

This regulation will be implemented on 1 May 2021 and applies to all cosmetic ingredients, regardless of whether being included in the Inventory of Existing Cosmetic Ingredients in China (IECIC). Overseas ingredient manufacturers can submit by themselves or via a Chinese agent.

NMPA cosmetics registration platform to obtain the “ingredient record numbers” for overseas ingredient manufacturers being still apparently not active, EverCare is committed to apply the information to the platform when feasible.
